OK, then further clues (3):
1) It's From 1976
2) This artist had at least two more singles where the B side was a part 2 to the A side's Part 1
3) came out on Decca in the UK

I believe he was a German artist on Teldec in Germany...

But I'll be in NYC next week to make up for it...and it's raining, which means I will probably give Nick Lowe a miss...Only found one single so far...I am here for work, but will go round a few record shops today
